From October to May there is enough wind 1 in 2 or 1 in 3 days, usually for 10m-14m kites. Outside of those months there is very little wind and it's usually storm winds (gusty, direction changes).

Run as a concession by local kitesurfing shop. Dedicated beach for kiting but it costs $15/day to kite here and they check for IKO 3 certification. Parking usually available $1/hour. Only official place in Miami Beach to have lessons.
